Grant of Driving Licences

Necessity for Driving Licence:

Section 3 of the Motor Vehicles Act, 1988 provides for the need to have a licence to drive a motor vehicle and a special authorization to drive a transport vehicle

Types of Driving Licence:

  1. Learner Licence : This is a temporary licence valid up to 6 month only.  It is issued to learn driving of Motor Vehicles.
  2. Permanent Licence : One become eligible for permanent licence after expiry of one month from the date of issuing the learner licence.

Where to apply:

To the licencing authority having jurisdiction in the area in which the applicant ordinarily resides or carries on business.

Age eligibility:

  • 18 years - For Private Vehicles.
  • 16 years - For vehicles upto 50cc engine capacity & without gear alongwith consent of parents/ guardian.
  • 20 years - For Commercial Vehicles.
  • Should be conversant with Traffic rules & regulations.

 

Documents required:

  1. From No.1 ( Medical Certificate from MBBS Doctor) with Self photo attested by the doctor with blood group.
  2. Form No.2 (Application Form for Learner Licence) Self Photo.
  3. Enclosure:

  4. Residence Proof (attested copy of):
    1. Ration Card with Affidavit OR
    2. Voter’s Identity Card OR
    3. Certified Copy of Voter List OR
    4. Life Insurance Policy at least six months old with latest receipt OR
    5. Valid Passport OR
    6. Employer’s Certificate in case of Central Govt./State Govt./Local Bodies supported by attested copy of  Identity Card.
  5. Age Proof (attested copy of):
    1. Educational Certificate OR
    2. Birth Certificate issued by the Registrar Birth and Death showing the name of the applicant OR
    3. Life Insurance Policy at least six months old OR
    4. Valid Passport (Attested) OR
    5. Employer’s Certificate in case of Central Govt./State Govt./Local Bodies supported by attested copy of  Identity Card.

NOTE :     Following documents can be attached as proof of Address & Age, Supported by Affidavit attested by Public Notary/Magistrate :

  • Telephone Bill OR
  • Electricity Charges Bill OR
  • Water Charges Bill
  • Identity Card issued to the Ex-serviceman, by the Zila Sanik Board OR
  • Certificate of Registration of Firm
  • Certificate of Registration & Firm by the sales Tax Department OR
  • Income Tax Return OR
  • Service Tax Return OR
  • Certiicate issued by the Hostel Wardens in case of students residing in Hostels OR
  • Marriage certificate issued by the Registrar of Marriages
  • Residence certificate issued by the Distt. Administration OR
  • Rent deed/Rent Agreement OR
  • Police Report from the concerned SHO OR
  • Employer certificate in case of Private Limited companies with Identity Card OR
  • House Allotment letter issued by the Govt. Department OR
  • Ownership letter issued by the Estate Office.
  • For Date of Birth Only
  • Pan Card
  • Driving Licence OR
  • Certificate of age confirmation in case of illiterate person from Medical Officer of Government Dispensary.

NOTE :

  • Learner licence is valid for six months only and it can be renewed only once supported by Medical Certificate from MBBS Doctor in Form No. 1 within 29 days from the date of expiry.  Applicant can appear for the test for issue of Regular Licence after 30 days & before expiry of six months of the issue of Learner’s Licence.
  • Original documents whose photocopies to be attached with the file.

Procedure for issue of Learner Licence:

After verification of the documents, the applicant has to go through a learner test.  Before learner test, color blindness inspection is carried out.  Objective type questions are asked.

Permanent Licence

 

Eligibility:

  1. Valid learner licence.
  2. Can be applied after 30 days and within 180 days from the date of issue of Learner Licence.
  3. The applicant concerned should be conversant about the vehicle systems, driving, traffic rules and regulations.

Documents required:

  1. Valid original learner licence
  2. Applicant in Form No.4
  3. Fee for photograph and lamination of the licence
  4. Proof of age and residence (attested)
  5. One recent passport size photograph
  6. Form No.5 in case of commercial licence.
  7. Category of vehicle for which applied.
  8. Original licence in case of endorsements of categories.
  9. Original documents to be brought

Procedure for issuing Permanent Driving Licence:

After scrutiny of the documents, the applicant is put through the driving test.  For driving test, the applicant has to bring his vehicle with him.  He is tested for his driving skills, familiarization with the vehicle, traffic rules & regulations.  The applicant is asked about the vehicle system and safety.

Renewal of Driving Licence:

  • The driving licence is required to be renewed after expiry of its validity.  The applicant has to approach the Licencing Authority concerned.
  • The licence is valid for 20 years from the date of issue or till the applicant turn 50 years of age, whichever is earlier.  However, if the licence is for a commercial, passenger or goods vehicle, it is renewed after every years.

Documents required for renewal of Driving Licence:

For Private Licence:

  1. Applicant in Form No.9
  2. Prescribed fee for the photograph and lamination of the licence.
  3. 2 copies of recent passport size photograph.
  4. Driving licence held.
  5. Proof of age and residence.
  6. Medical in Form No.1 self declaration of physical fitness.

For Commercial Licence:

  1. The above documents as used in Private Licence.
  2. Medical Form No.1A in all cases.
  3. Driver refreshing Training certificate in case of HMV.

In case of Private licence, the record is not verified if the particulars seems to be clear on the licence.  However, for commercial licence the particulars are verified from the issuing authority.  

Duplicate Licence

Duplicate Licence is issued in case of loss, theft, or on mutilation.

Documents required:

  1. Application in Form LLD.
  2. FIR of the lost  licence.
  3. Challan clearance report.
  4. Prescribed fee.

International Driving Licence

International Driving Licence is issued by the concerned Licencing Authority in his territorial jurisdiction. The validity of this licence is for one year.  

Documents required:

  1. Valid driving licence issued.
  2. Attested copy of address proof.
  3. Attested copy of Birth Certificate.
  4. Valid Passport.
  5. Valid Visa.
  6. Fee of Rs.500/-
  7. Two passport size photograph.

Other State Driving Licence:

The procedure and documents are same as renewal of driving licence except record confirmations may be asked from issuing authority of that state.  You have to apply to your local zonal office for the same.

Fees:

Learner driving  license:

  • For each class of vehicle                     :   Rs.30/-

Permanent driving  license:

  • For issue of a driving license +           :   Rs.200/-    
  • Competency test fee for each class  :   Rs.50/-

Note :     This fee includes all kind of fee payable for licences excluding photograph card , which is to be paid at the time of permanent driving license as fixed by District Administration.

Renewal or addition of a class

Rs.200/- and the amount for the photograph and lamination of the license as fixed by District Administration.

International driving   :   Rs.500/-.
